I am not a big fan of the bright yellow, a sepia wash would make it look better IMO. Otherwise he looks quite cool.
Painting the Skeletons as Ghosts is a good idea for a cool and fluffy looking Ghost army. Basically Hexwraiths on foot, painting-wise.
As far as I know it is still the same.
