Against armies with a considerable mortal wound output it will probably fail miserably, but the Slann with the Starpriest spell and the Coronal shield might take some of the mortal wounds away (those created by Bloodletters or Retributors rolling 6+ for example). Also the Slann will help immensely against magic by unbinding.
Everything that isn't able to reliably cause mortal wounds will have a very hard nut to crack with the guards rerolling a 2+ save.

The minimum damage of Salamanders is a bit better because they have way more attacks. Salamanders don't have many attacks but do more damage with them. So they either do a lot of damage or none at all. And IIRC their special ability (the burning) gets only rolled once for each unit regardless of how many Salamanders did damage on the unit.
