8th Ed. Arcane unforging question

Hi,

My question is: does Arcane unforging have to hit with the first "snipe" spell and wound before you get to destroy any magic item that the target is wearing? I argued with my friend about this and I said that it didn't have to hit, I would still get the chance of destroying a random item on a 2+ regardless if the target takes a wound but he said that I had to hit him first to be able to destroy any magic item. Who is right?

Also sorry if this has been discussed before.

You still destroy an item on a 2+. Does not need to wound.
