8th Ed. Armor save clarification

Might be that I am still remembering the 7th ed but can 0+ armor save be achieved and assist against higher str attacks? I know a roll of 1 is always a fail...

E.g str 6 attack against 1+Sv = succesful save on 4+, 0+Sv would be successful on 3+.

As far as I know that is still the case...

Ps. back in 7th it was posible build a -2 save old blood.

No. Main 8th edition rulebook says armor save can never be better than 1+
