Intriguing. Sounds like it will be difficult to get such uniform waves, but it is worth a go!!!Load the base with a lot of pva then apply a very fine sand then just push the glue with your finger, reapply sand where you have touched.
If anyone has any examples of painted flagstones kicking around, I would be interested. Working on mine currently and they're not coming out how I want just yet...
This was before I spotted in some colours... Thinking I will take it back to here, maybe a touch darker, and make the rubble a bit more sandy coloured.

I'll give it a go tonight, though I have a whole lot of Griffon to paint.Maybe do one or two blocks lighter and the gaps darker, use the rubble to add colour, I like the colour of that.
