8th Ed. Can 3 characters be combined in to one unit?

If you are referring to if multiple characters can combine into an existing unit, then Yes. Page 97 of the BRB explains this in detail along with certain unit-type restrictions.

... but they don't count toward the minimum of 3 units in an army unless I misinterpreted (as I often can).
