8th Ed. Can a Slann join a unit os skirmisher skinks?

I am not sure about this since the rulebook says you are not allowed to join a skirmisher unit if you have a mount. So I guess my question is:

Does a palanquin counts as a mount, or not counting as "on foot" bans the slann or tetto'eko from joining skink skirmisher units?
