Or for just taking photos from a new angle.

I have a desk with a raised shelf. The shelf has a perpendicular strut which creates an L shape.

See red marked area on photo. The shelf would be cleaned before installation. I prefer soft upgrades/adaptability to making anything a permanent installation on the furniture.

Can I please have your thoughts on what to use, etc?

Do you have access to some small workshop, or do you want some plug'n play solution?

Both, either or, just brainstorming at the moment.

I have access to some tools and can borrow a workbench if needed.

Also... there might be easier solution if you plan to use your phone.

Just get piece of flat steel, cut end of it to three lines, bend middle one with pliers to create pocket for your phone and then bend basically half of whole length to make some sort of base that you will weight with books.
You´ll basically need only vice, pliers, those pliers that cut steel (not sure about name in english), file to remove sharp edges and bit of glue and something soft to not scratch your phone and table.
Phones are really light so really thin metal plate will suffice and you can adjust main bend a little by hand.
