Also, think about the Crown of Command(replace OTS) on that Old Blood. This will let him charge something with ranks and characters and whatever and just hold them up, or break them, eventually.

Ok, so you are about 13 points shy of the 625 for your core requirement. Do you need the second skinky chief? Dropping him would solve your points problem.
If you like, you could take 2 x 12 Skirmishers and 2 x 10 cohorts. This is similar to what I run. As well as dropping the Skink Chief. Nets you an extra speed bump. Also I have found cohorts quite handy against light cav. Usually they are not more than 5 means your skinks can actually be steadfast against them.
My skirmishers run blowpipes. I know the arguments for javelins, but I like the pipes. I figure you wanted to run Javs, so didn't think to say other wise.
I used to run only Skirmishers with blowpipes. But I never hit anything with them So I switched to javelin and shield wich was nice with Wyssans. So I am able to use both if it would be the best option.
Ooo Javs are str-user aren't they. Hmm never thought about that really. I like just a cohort of 10 with javs as a nice speed bump or pain in the arse unit. Putting Wyssans on them would be gravy.
I always take ancient stegs over normal. Not for the shot but the extra strength. If my steg does not have an engine (and sometimes when it does), it is used to punch something hard. The extra strength knocks 1+ armour to a 4+ and lets you wound more often. I always run sharpened horns for the d3's.
