The United States are made up of fifty states. Each state has it's own code of laws. Relative to the other 49 states, Florida police are required to be very transparent and open about arrests with regards to the local press. A lot of states don't allow detailed reports until after a conviction is made (by which point the crime is old news and not likely to be reported on). Or at the very least, local media doesn't get core information from the arrest reports immediately. So weird behavior in other states has more barriers to being reported. Florida is the third most populous state so it has more people than the other. More people means, more crazy people. Texas and California have more people than Florida, but they have less transparency with their police departments and media. There are laws (and maybe norms) about not naming the suspect alleged to have committed a crime. That's why it's "Florida Man" and not "John Smith". Other states might give the persons name instead, which means you see a cornucopia of different names, instead of "New York Man" list hundreds of times. It is possible some aspect of Florida either makes people weird or attracts weird people. Florida doesn't have a state income tax or what we northerners consider "winter". It does have hurricanes and alligators.
