Sharpie pens are pretty good for that. I certainly have one but haven't needed to use it. I did all of the eyes with a Winsor & Newton Series 7 #0.
Some people paint the eyes in all black and then paint in the sclera in around the iris/cornea. I don't do it this way, however, because multiple layers working around something in the center seems illogical to me. Black covers bright color much better than bright colors cover black.
