Sharpie pens are pretty good for that. I certainly have one but haven't needed to use it. I did all of the eyes with a Winsor & Newton Series 7 #0.

Some people paint the eyes in all black and then paint in the sclera in around the iris/cornea. I don't do it this way, however, because multiple layers working around something in the center seems illogical to me. Black covers bright color much better than bright colors cover black.

Finally got around to painting some more! Here are my Ripperdactyls - tried to do a bit more with the bases than I usually do. Forgive the crappy shadows. I need to invest in a photobox or something.
