If I understand your questions correctly:
1A: Yes.
2A: Yes, up to the points limit for that model.
3A: Yes. If you mean more then one of the same item on several models, the answer is yes as long as it doesn't say there is a limit in the item's description.

Just a few clarifications / corrections to make here...

1A: Yes. Dispel Scrolls and Power Stones are one of the very few items you can have multiples of. You can also have a dispel scroll and another arcane item on a wizard.

2A: Yes, up the points limit for that model. Some other restrictions are you can't have two items from the same section, like you can't have 2 magic armors, or 2 enchanted items, etc.

3A: No. You can't take the same enchanted item or etc on two different models. If one model has a magic item, that magic item isn't available for anyone else to take. (obviously dispel scrolls and power stones are an exception)
