Basically nothing for Skaven,
For empire it says the war altar doesn't confer a 4+ ward to any character standing on top of it. Did it previously?

It did in the previous Empire book. People asking the question about this book are just too stupid to read. That is one where I think the answer ought to be "read the book!" (although I realize that is rude).

Ooh, that would be fun! It could be called "FAQ and their snarky answers"!
