From the warhammer community article you can bring it in open/matched play if you and your opponent agree. You have to take the destiny point cost and multiply by 10. 120 and yes you can it's just not very cost efficient a carnasuar with that would be 310 and do far less damage then a standard carnasuar. over all this looks like a fun but not great set of heroes with 2 exceptions. it lets you make strong foot hero beat sticks (your lucky day canas) and for some armies solid buff commanders. i can make a better old blood with it being the same guy (- the 6s do an extra hit realy GW that is worth 30 points?)but with no key word description limits on his command abilities. if i where to balance it for tournaments i would say foot heroes are limited to 20 points (still strong but not doing 40 damage) and thats it your good to go
meh I feel it needs dynamic costs & some additional limitations to prevent the stacking of certain abilities. Basing it solely of static points seems like a system that's going to lead to issues with someone figuring out some abusive combo sooner or later (possibly with some external buffs). But who knows, maybe the missing pages gives some tools to reign in the potential excesses. Something as simple as "every third upgrade increases the costs of all additional upgrades by 1 DP" would already do a lot. I just hope the system consists of significantly more than just these tables and a basic profile for every ancestry.

Im just sat here holding my breath. I have no idea how hard they are gonna hammer us. I could see point increases for Kroak, Salamanders and bound endless spells. Im really loving my list atm but if the point increases are too steep I will have to cut all the fun stuff.
I don't think they will increase point costs for endless spells (that's just straight up kills us), but Salamanders, Kroak and Saurus Knight are gonna see point increase. I just hope that they will do something about Saurus Guards, for 100 pts they are kinda weak. Either decrease them for 10/20 pts or add some better synergy with other heroes (or even new battalion just for them)
I think if you look isolated at each of the big 3 we have in our book (Kroak, Salamanders and Bound Endless Spells) it is difficult not to expect big point increases. Having played quite a few games by now, Kroak is honestly rather insane. Im really curious about how Mixed Order will shape up this year with Lumineth joining shortly - You dont really need Seraphon alligiance to make Kroak good, especially since he already has 4 spells on his warscroll. Nobody can deny that Salamanders punch way above their point cost and the fact you simply pay 10 pts extra per Endless Spell in order for your opponent not to be able to move them is bonkers - The effects are just so powerful and the fact you can just park a couple to block enemies is huge. I would pay 100 for Bound Geminids easily. I dont think Saurus will be touched at all beyond point decreases for the big dinos (hopefully) simply because they havent really made a big splash. Saurus also fight rather "honest" so the damage output of Knights need to be high to counteract the lack of fight first, fight last, fight twice etc. etc.
