I started this hobby last week and was informed that I had to paint the figures. So I have a few questions
1)How extensively do I need to paint the models to be playable in store?
2)Do I have to use Citadel paints?
3)What is a good amount to buy to have a decent verity to paint my starter box of Seraphon?
4)Is it better to build then paint or paint in pieces? I ask because the shields and bases have blocked some areas of the models.

1: In my store: Not at all. There are several people playing with unpainted models. I agree with
@NIGHTBRINGER , you should just ask in the places you play at.
2: Nope.
3: If you are aiming for a classic scheme like on the box I would say you will need approximately these colors:
- dark red
- brighter red
- white
- black
- dark blue
- bright blue
- bone color
- dark green
- bright green
- gold
- bronze
- light grey
- dark grey
- yellow
- dark brown
- light brown
- black shade
- sepia shade
- blue shade
- red shade
4. I usually build most of the models before painting them. Exception are Skeletons and Skinks and their weapons. which I prime and partly basecoat in the sprue.
Generally it is a good idea to build subassemblies. Look at the model and judge which parts will block your brush making painting the stuff below a chore. Don't glue those on but paint them separately. Shields are a good example.
5. For terrain pieces or bases the craft store/hobby store paints are good enough. I wouldn't use them on my models, but there are people who do. There are several good brands of colors available for painting models. I use:
- Vallejo (rather expensive here in Germany but really good)
- Army Painter (a bit cheaper, I bought and use their mega paint box, which is around 100€ and contains lots of colors (a bit over 40, which is roughly what you will need in 90% of all cases. Some are pretty thin though, which is something some people dislike. I like them)
- Citadel (very thick, thin them down! But they cover well. Pretty expensive though and the pots suck IMO.)
