If a unit has shield and hand weapon, he get 5+ armor save. What about skinks with blowpipes and handweapon? Do they get a 6+ save? couldn't find an answare in the rulebook, so If someone do, please give a mark of page
BRB: page 56, fighting with hand weapon and shield (infantry). This is the only time you get this bonus, so cavalry with sword and shield or infantry with two hand weapons do not get the parry bonus.
The above posters DID mention this, but it is important to emphasize the fact that the parry bonus may only be taken when fighting in close combat. If you are being shot at, you do NOT get the parry bonus.
According to the BRB (page 57) Javelins are too flimsy to be used in close combat, so I'd guess that the skink also has a hand weapon for close combat. This is in the same assumption that bowmen or other ranged units have a hand weapon along with their ranged weapon.
Any skink is carrying a hand weapon, and the javelin/blowpipe is just aditional weapons. pp. 60 in Lizardmen book.
