Granted I never worked for the IRS but I have prepared other people's taxes for a living. Steps onto soapbox. There is a saying that taxation is theft from the government because you have to give them money and if you don't the police can lock you up. The police have the legal means to use violence. Fine, but I don't know a better way to pay for government stuff than taxes. The concept of taxes is necessary for civilization. The American system of taxes is often inefficient and unjust Note this is because of acts of Congress. Every part of the tax code came from Congress. Taxes are confusing because life is confusing but also chicanery is to confuse who pays what. Every elected official wants to increase taxes for the people who vote for the other party. Every elected official also wants to claim to be in favor of low taxes for their constituents. If you make the tax code confusing, it makes it difficult to figure out who is being rewarded and who is being screwed over. The IRS' job is to enforce the rules that Congress makes. They also are there to interpret and communicate the tax code so taxpayers can understand the rules and pay their taxes as easily as possible. At worst, the IRS are messengers.
