is the whole army affected by the slanns banner, eg the chotec banner, would this mean my whole army is -2 to shoot??

Banners have a range.

EDIT: Most banners only effect their own unit.

Unless otherwise specifically stated a magic banner only affects the unit in which it is in.

banners do not gain "extra powers" because they are carried by the battle standard bearer. you (rhysap) should probably check page 107 in the rulebook and give your knowledge on the subject a quick brush up
