Janeway isn't consistent on the Prime Directive, but she is consistent on taking steps to ensure her crew is stuck in the Delta Quadrant longer if there is the tiniest weakest moral argument not to take the expedient option towards getting home.

Voyager had an excellent cast of actors and a good premise, I just really loathe that they made the Status Quo the show's North Star. If there ever was a Star Trek series to have evolving continuity, it was Voyager. I would have loved to see the ship gradually transform as they have to replace missing parts with jury rigged stuff from the Delta quadrant, but no matter what damage the ship takes, it is completely spotlessly restored the next episode.
