I would change wrapon in one stegy for flamethrower
I am really not a fan of the flamerthrowers. Their range means you want to be combat to get the best use of it. And with their wounds and save profile aren't durable enough to survive 1-2 rounds of combat with a horde in order to be able to fire it. And, if you stay outside of 3" without charging you will do only slightly more damage than you would with the Skystreak Bow. Which is able to deliver its damage from a much much safer range.

Yes Its True, but my Point is that if you play low model list any antihorde tool is good. From my expiriance enemy will try to snipe bigest threa. And bigger threat for me is stegodon shooting On higher range. Imagine fight vs tons of plagemonks.

Perhaps, but if I have a ton of plague monks the first thing I plan to kill is anything anti-horde. I would much rather bring Kroxigor to clean up a horde than Flamerthrow Steggadons. As the Krox can be used the turn they are sent into combat instead of having to wait for my next shooting phase.

Also, 9 Shoots at 3's & 3's -1 rend 3damage will put some hurt on plague monks. 12 if the Steggadon Cheif also has the skystreak.
 
drop SSH for cloak of feahers. plus 4 move +1 save. then put the flamers on the chiefadon to get double useage out of them. should resolve the survivability and anti horde disagreement.

Cloak is -1 to hit, but still good. If it were +1 save it would be AMAZING!

isnt -1 to hit a better modifier statistically? Not certain but I am sure I read that stopping a potential wound in the first round of rolling is much better than stopping it in the 3rd round
 
It depends. Vs attacks with high rend it is better, but vs lots of attacks better to have bonus to save

All buffa debuffs are cool
