8th Ed. swarms?

jungle swarms says it doesnt count as the minimum number of units in core. But in 8th you dont have a minimum number of core UNITS you have a percentage. so do jungle swarms not count to the percentage or is it a redundent 7th rule

They do not count toward the percentage of core. With a recent update to the FAQ, they have improved somewhat, but they still are not as useful as most of the other Core options.
