8th Ed. temple guard shield issue

We found a rule in brb that states if you have a special weapon you must use it. halbreds are 2 handed which means in close combat temple guard now have aarmor save that equals a basic saurus what the heck. Can someone clarify this because it seems like this can cause problems for the ultimate slann protectors with no int.
 
As far as I know, the Temple Guard HAVE TO use their halberds in CC and consequently can not make use of their shields.

However the shields can still be used against ranged attacks.

That's how everyone reads it at my store. S5 in combat and 3+ vs shooting isn't too bad.
