Now that is interesting, with those hexagon bases. I'm guessing that was made for something very specific, and I like the idea of using the hexagons as bases to interlock the terrain into the gaming table... Looks like two layers of MDF with ... homasote board or styrofoam on top of that? Maybe that's foamcore board on top? Regardless, interesting.
