im running a mighty empires campaign some time soon and am using cold one cav i was wonderin if the 2+ to the saving throw would still work
 
Yup, Cold Ones count as a mount with Barding for the armour save. Plus scaly skin and a shield the Cold One Cavalry have a total of 2+ armour save.

No they don't, they just have a special rule that happens to do the exact same thing.
