Yes, the miscast is ignored on a 2+. The general order is:
Declare spell
Declare target
Declare number of dice used for spell
Roll to cast
Roll IF
Spell is cast with irrestibile force
Resolve spell effects on target
Wizard Miscasts
Resolve Miscast
With the miscast coming after the spell has taken effect, this means that Throne of Vines can be used against it.
