Because technical specs were never GW's forte:

It's quite odd that it doesn't even beat a tank of the time when the land raider was concieved. I mean you would expect them to at least compare them roughly and then just double the numbers or something. Seems like they only looked at the very first generations of tanks instead of something current.

Bear in mind that modern vehicle specs, including Chobham armour capabilities, were classified at the time, and GW was and still is more concerned with selling a cool model over how practical it would be in real life. Nearly all tracked Imperial vehicles, with the sole exception of the Taurox, use rhomboidal track designs that aren't optimized for crossing trenches for instance, with Rhino chassis vehicles being among the worst for also being the least optimized for track maintenance.

well yeah, but that's just shapes and looking cool wins there. Most players won't realize that they don't use the best track design anyway.

But something as stupid as "our futuristic tank goes significantly slower than a current one" is kinda silly :P

At least it isn't the Landmaster from StarFox. Imagine a baneblade-sized vehicle that can trundle offroad at 220mph, is flight-capable via jumpjet, and agile enough to perform barrel rolls under its own power on the ground. Yes, I know it has G-diffusers. :p
