I always found these episodes the STUPIDEST part of TNG.

The holodeck is meant to be a pleasant escape from their mundane jobs.

"Hey, what if instead of taking your captain's orders on a top of the line interstellar space ship, you took your captain's orders on a primitive sailing ship?"

Then Moriarty becomes a real villain and we have that episode. This is part of the multiverse or time travel issues. Some of them were done well but most were just an excuse to be lazy that episode IMO. The original series I enjoyed those episodes as the time/dimension travel was more framing instead of the authors phoning in the plot
