Can you clear that up for me a little? I kind of got the impression that buying a physical codex unlocked SOMETHING in the 40K app. It's not the full text? Looks like Warhammer+ gets you every datascroll/warscroll in the game, so that's one thing. What gets unlocked in addition to those then? The 40K version of Warscroll Battalions?? Artefacts? Etc?
The way current 9th edition codexes work is that there is no standalone digital version. You purchase the physical version and there is a code on the back cover. In the 40k app there's an area to add that code in and it gives you kind of a distilled, cliffnotes version of the codex. You don't get any of the fluff text or stuff like that, its just set up to deliver all the necessities (warscrolls, allegiance abilities, artefacts, etc, etc) in a streamlined format. I would suggest looking up some images to see how it appears. It's definitely not the full text, but it's everything you'd need to reference from a rules point of view.
I would imagine the age of sigmar app will function very similarly. The biggest question right now is what happens to all the books people bought in the existing app, since the new digital format is so much different than just "here's a digital version of the book."
