Kharadron are still a very new army with high-quality and up-to-date sculpts. They don't really need anything else at this point. I can't speak for Tzeentch - their update was underwhelming as well, although from what I hear they are very powerful.Well, Kharadron didn't even get that, and Tzeentch got Endless Spells but no scenery piece, so I'd consider myself lucky if I were you, especially as it's such a spectacular piece (surely every Lizardman collector here has been dreaming of a plastic temple piece from GW?).
And I'm actually kind of 'meh' about the Ziggurat, and about faction terrain pieces in general (it looks like the leftovers of my Seraphon bits box with an endless spell glued on top). It irks me that I'm supposed to believe that either every faction drags a clearly immovable terrain feature with them to every fight, or that every time two armies clash there are conveniently placed landmarks specific to each army involved. GW have tried to explain this away as "Oh, the Slaughterpriests just summon the Skull Altar out of the ground" or "Oh, the Fyreslayers just summon their forge out of the ground", but it just comes across as lazy.
Considering myself lucky for receiving a plastic pyramid I never wanted would be consumerism of the foulest kind.
